Mr. Lincoln (James) Ngculu

Mr Ngculu served in the African National Congress and Umkhonto we Sizwe (MK) from 1976 to date. He served in many capacities as Commissar, Politics Instructor, Regional Secretary of the Commissariat in Angola and in many other capacities. He also served in the Codesa negotiations as advisor in Transitional Mechanism and in 1994 he was elected Provincial Secretary of the ANC in the Western Cape and later (2005) as Provincial Chairperson of the ANC in the same Province, thus serving in the national Executive Committee of the ANC as an ex officio member. He also became Member of Parliament and served as Chairperson: Portfolio Committee on Health. He is a member of the African Security Sector Network [ASSN] and has published many papers on politics, security sector reforms and health. He co-published a book, “Ourselves to Know” under the auspices of the ISS, edited by Dr Rocklyn Williams and Diane Abrahams. He also published another book entitled “The Honour To Serve” which was shortlisted for the Alan Paton Award.
